If I understand you correctly, you are not able to make purchases because those apps require an iOS higher than what your iPad has. If that is the case, you may be able to update your iOS by selecting Settings > General > Software Update.

• At that point, if your device is eligible for an update, then you will be prompted to do so.
• If your device is not eligible for an update, then you will not be able to use those apps unless you purchase a new(er) iPad.

Your ability to update the iPadOS version on your device depends on the model of iPad you have, which you have not shared with us. Older iPads cannot run the latet OS version.
