Is there any way I can download the OS to a flash drive on new iMac?

Old iMac 2013 running High Sierra, erased the hard drive to install a new High Sierra OS. Now it boots only to recovery mode and cannot connect to recovery drive to get new OS.

I have tried everything suggested by Apple to connect via recovery mode in vain, and I have no iMac compatible with High Sierra Apple Store is useless.

The Mac App Store will block your efforts to download any operating system older than what shipped on that 2021 M1 Mac. You will need to do this on an older Mac that is capable of installing High Sierra.
