Apple TV Remote makes the light blink when buttons are pressed, but the TV is unresponsive. It is not connected to the wifi yet so I cannot use the iPhone App either.

I am trying to set up an Apple TV, but I cannot connect it to the wifi because it is not responding to the remote. I have tried pairing the remote with the Home and + button for 5 seconds, but it still does not respond. When I press buttons on the remote the Apple TV light does blink, but nothing else happens. I have also tried resetting the remote by holding the TV/Control Center button and the Volume Down button for 5-10 seconds but it has not made a difference. My phone cannot connect to the Apple TV because it's not on the wifi yet, and I also do not have access to an ethernet connection in my space. I am not sure what I can do to get the Apple TV up and running.
