Maps on my iPad mini running 9.3.5 is not working

I have an original iPad mini thats running iPadOS 9.5.3. It runs surprisingly well for all but one thing, maps. Apple maps is completely blank just the grid squares. How does one resolve this if at all possible?

The iPad mini1, along with other 32-bit devices, is obsolete. Many online services, such as Apple Maps, will likely not support 32-bit versions of iOS - or unsupported versions of Safari.

If you need to use more recent versions of Apps or services than your iPad is capable, you have no alternative other than to replace your iPad with a much more recent or current model iPad.
