Cellular data usage

I have an iPhone 13 mini that is allowing an app to use cellular data when cellular data is turned off for the app in the Settings menu and the Cellular menu and Wi-Fi Assist is turned off also. What can I do?

iPhone 13, iOS 17

Where are you seeing this?

How are you determining its using cellular data exactly?

If you are seeing usage Settings ➜ Cellular ➜ "The App", then when was the last time you reset those statistics?

Cellular usage is not reset automatically. It will show the usage since the last time you manually reset them.

If the sim in the iPhone is locked, you need to contact

your wireless provider for assistance.

If the iPhone is locked to a wireless provider, you need to

contact that cellular company to see if they offer unlocking

and if you qualify.

If neither of these is the case, provide more information

so someone may offer a solution.
