1st Gen AirPods Pros have loud and constant static noise when on Noise Cancel/Transparency

I am running 6A326 firmware (latest) with an iPhone 15 Pro (17.6) and when I put them in my ears, with Noise Cancel or Transparency on I hear a very loud static noise that doesn't stop, similar to water rushing. I've held the Setup button for 15+ seconds and repaired them to the iPhone with no change. Any advice?

Appreciate the URL and that is mostly for intermittent noise, whereas mine is constant. Check on the latest software, The noise occurs as soon as I turn on the NC and it happens regardless of where I do that from so interference isn't the issue unless it happens to be coming from my body. and lastly the device connection doesn't matter, happens with my iPhone, iPad and MBP. When I get audio from an app, I can hear it in the background but the "static" sound is way too loud.
