As an alternative, if Apple Watch is cellular (with cellular coverage), or is within range of the iPhone (with coverage), you can make a call or send a text directly from Watch.
You can choose not to have the watch call emergency services. It will, if it detects you are moving, not immediately call them. You can also tap on the watch to stop the call for the emergency services and still ask Siri to call your husband if required.
