I can’t put safari back into my iPhone dock?

I would like to put Safari back into my dock on iPhone . I deleted the app because it wouldn’t load my searches, meaning you put in a search, pressed enter and then nothing happened. So I deleted and reinstalled Safari and removed it from my dock . I then downloaded the app again. Now Safari isn’t on any of my 5 home screens, when you search for the app it shows but it’s not on the home page so you can’t drag it back into the dock. I am swiping up to use safari and find it in my open apps to use it, highly annoying.

i have restarted my phone (not reset), reinstalled safari and am running iPhone 17.5.1
