Why is my iCloud not downloading original photos?

I was using the optimize storage option for icloud. 3000 photos and videos got uploaded to it and then i had to sign out and sign back in to my account because my airdrop was not working. When i signed in, all the low resolution images and videos were gone. I switched from optimize storage to download and keep originals but not one photo has downloaded. Its been two weeks and Ive turned on the sync many times but its not working. Is there any way to instantly download all my media back. Ive been trying to download from icloud.com but it downloads a live photo as a photo and a video.
