Are there specific power banks for apple iPad Air 4th generation? I recently bought a power bank (not from apple) that has 10000mAh capacity with 5V for Type C but it’s not charging, the power bank itself is fully charged and I even input the port correctly

Most models of iPad require a power source of 12W or greater to reliably charge. Unless your PowerBank can output at least 12W, it may not be suitable.
Also understand that Apple devices that have a USB-C port support USB PD (Power Delivery). Other proprietary charging standards, such as QC (Quick Charge) are not supported. As such, verify that your PowerBank explicitly supports USB PD over USB-C.
It may also be worthwhile to understand that your 10,000 mAh PowerBank has a total capacity insufficient to fully recharge (i.e., 0 to 100%) many models of iPad. A 20,000-26,000 mAh PowerBank might offer better utility.
