verification failed: error connecting to the Apple id server

just purchased an (iPhone 15 pro max 1TB) I've been having trouble transferring data from my iPhone 13 to the iPhone 15 pro max. the iOS software has been updated on both phones to iOS 17.6 , both phones and my laptop are connected to Wi-Fi.

I'm unable to open any apps on both phones and I'm also unable to use safari on both phones ( laptop works fine ! ) the data transfer wont finish downloading to the 15 pro max so I'm unable to log out of my (Apple id) and im unable to factory rest the phone.

I'm getting error codes and failed verification after every attempt.
