Create new iCloud email
I'd like to create a new apple iCloud email but keep getting "Your Apple ID cannot end in @icloud.com. Choose a different email address." How can I fix that?

You could create a whole new Apple ID. But that comes with a host of problems.
Perhaps creating an alias for your existing iCloud email address will work:
