Check the Privacy & Security System Settings, scroll down to see if there is any message about needing to approve any extensions or helper applications (it will be just past the first long list of items). You can even restart the computer, then after logging in watch to see whether you can a pop-up box or notification alerting you to the fact that some items need your approval. I encountered this with one of my organization's Macs recently and didn't realize why an external device was non-functional until I rebooted & saw the notice. Unfortunately I don't recall how this notice was presented (pop-up box or a system notification, or possibly both). There was even a macOS item on the list as well which surprised me since I though all macOS items would have been approved by default with the OS update.

Does this issue with iCloud occur in all applications or only in one application ?

This will help identify if this issue is System Wide or application specific
