I have a cracked screen on my ipad which has now frozen screen. It only opens but does not allow me to swipe or do anything else. I bought a nee 10 generation ipad today but worried i won’t be able to transfer contact from old ipad to new ipad
If you are able to unlock the iPad, you should be able to use QuickStart to transfer data and files from your old to new iPad. Otherwise, if QuickStart cannot be used, you can restore an existing iCloud or iTunes backup of your old iPad to its replacement.

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.
“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.
An alternative is to restore either an iCloud or iTunes backup to the new device:

An iCloud backup will contain all locally stored data that has not already been synchronised with iCloud. Between the backup and iCloud, all locally stored data will be included within the backup - unless you have intentionally and explicitly deselected specific elements from the backup:
Settings > [Your Name / AppleID] > iCloud > Manage Account Storage > Backups > [This iPad] Show All Apps
Here you can see all the Apps whose data will be included or excluded from the iCloud backup.
As for Apps themselves, these are not directly transferred between devices. For Apps, the transfer process creates a record of the Apps that are installed on the donor iPad - and it is this record of installed Apps that is transferred to the target (new) device. For Apps that are still available for download from the App Store, the corresponding Apps are automatically downloaded and installed from the App Store. The Apps will be associated with the corresponding App data included within the backup.
Just activate your new using the same Apple 🆔 from the damage iPad , your contacts are synced to iCloud if you have enough iCloud storage you don’t need transfer from the old iPad
