Yes it can be.
VII. B.
"Apple may at any time, under certain circumstances and without prior notice, immediately terminate or suspend all or a portion of your Account and/or access to the Service. Cause for such termination shall include"…

"Apple shall use reasonable skill and due care in providing the Service, but, TO THE GREATEST EXTENT PERMISSIBLE BY APPLICABLE LAW, APPLE DOES NOT GUARANTEE OR WARRANT THAT ANY CONTENT YOU MAY STORE OR ACCESS THROUGH THE SERVICE WILL NOT BE SUBJECT TO INADVERTENT DAMAGE, CORRUPTION, LOSS, OR REMOVAL IN ACCORDANCE WITH THE TERMS OF THIS AGREEMENT, AND APPLE SHALL NOT BE RESPONSIBLE SHOULD SUCH DAMAGE, CORRUPTION, LOSS, OR REMOVAL OCCUR. It is your responsibility to maintain appropriate alternate backup of your information and data."
Make sure you have backed up anything important. iCloud is a convenience but things can go wrong.
Make sure you keep your original receipt from Apple for your equipment. Should your account be shut down this will let you recover usage of the equipment.
Personally I wouldn't keep too high an account balance, then should your account be closed you won't lose much. Apple won't refund it.
Apple does not arbitrarily close accounts. Most cases I see on the forums are where somebody has had their account compromised and the thief/scammer then runs wild with their account. Apple presumably detects some things in VIIB above and shuts down the account permanently.
