My iPad apps aren’t working because of restrictions but I don’t have any

My iPad 9th gen’s apps are not working or opening. They are not in Home Screen or App Library. I have checked in Apple Store to try to re download them but it always says “Certain apps or features or services can’t be used when restrictions are on.” I have checked multiple times that my restrictions are off and they are. We have even tried signing out of my Apple ID but I doesn’t let me due to restrictions! I am at a loss on what to do please help.

While mindful of your comments, please verify that ScreenTime Restrictions are fully disabled:


1) Settings > Screen Time > Change Screen Time Passcode > Turn Off Screen Time Passcode


After removing the ScreenTime Passcode; depending upon the installed version of iOS/iPadOS, the wording may differ:


2) Settings > Screen Time > Turn Off Screen Time | Turn Off App & Website Activity
