If the bank doesn’t know, either the Payment Network Operator (MasterCard, Visa, Discover etc.) or TSP (Token Service Provider) has suspended the card. Apple does not have the ability to suspend cards, approve or decline transactions etc. Apple is not a bank and cannot perform those functions.

The bank that issued the card will need to open a support ticket with the PNO and/or TSP and resolve the suspension. Then the card needs to be reprovisioned so that it can be added to Apple Wallet.
