How do I stop iPhone from jumping to the top of the page?

How can I get my iPhone 13 to stop jumping to the top of the artical I am reading or just way up when I am reading a book.

Tapping the top of the screen automatically scrolls to the top.⇡

Simply avoid tapping the top of the screen.
