Why is my message not delivered to UK on my iPhone?
A friend of mine from the UK is able to message me without any issues but whenever I try to send a message back it doesn’t deliver. Is there any way to fix this?

Two possibilities:
First: You might realize success by entering your UK contact’s complete “international” mobile number; specifically in the format:
“ + 44 7 nnn nnn nnn “
Note that spaces, periods, parentheses, and dashes don’t “technically” matter in the dialing string. They only improve human readability.
The “+” prefix is entered by briefly holding down the “0” on the iPhone’s dialing pad.
Second: Your specific calling plan might not include outgoing international SMS texting. Contact your carrier to check.
