I was able to send one text message from New Zealand to an Australian number after trying to re send it for a while then when I tried to message the same number again it keeps on saying not delivered I have contacted my service provider and I have the ability to send international messages and I know that I haven’t been blocked by the person I am trying to message I have tried all the easy solutions like powering my phone off ect

If the message is going through the SMS service and your carrier has confirmed that it should be working but it is not, you'll want to contact them again and let them know that.
They'll most likely need to escalate the issue to their network team to figure out why the SMS message is not going through the network to the recipient.
Here's some other helpful information to gather before you contact them as these are questions they'll most likely ask you:
• Are you able to receive messages from this person or does the same thing happen on their end when they try to send you an SMS message?
• Are you able to send SMS messages to all other people?
• Are you able to receive SMS messages from all other people?
• If some SMS messages are working, does the problem only seem to occur with messages to phone numbers that are outside of your country of residence?

Is this occurring with an SMS message (green bubble) or iMessage (blue bubble)? The reason that we ask is that if this is occurring with an SMS message, those are handled by your wireless carrier, so they would need to assist with resolving the issue.
