The phone number must be a 7-digit number bug when trying to add/update region from Ukraine althoughts number has 9 digits

when i add first time payment method it didn't allow me add correct number to payment method so i decided to just write wrong seven digits (I'm from Ukraine and choose Ukraine region), so i think now it continue thinking that my region not Ukraine and it can cause slow load from app store as well how to fix it?

Settings > apple id > payment and shipping > add payment method. See if the form has a place to enter 9 digits.

I'm sorry, I think my question was not so clear, my device is MacBook, I can not add it direct from its setting only through app store or apple TV(tried both) or through apple web site where bug happened as well.
