Yes, you can. Even if you have iCloud Sync enabled then the photos will only be deleted on your iPhone and not your laptop.

If you are using iCloud Photos, and you delete a photo anywhere, that is taken as a request to delete the photo everywhere – including on all of your other devices synchronized to iCloud, and in iCloud itself. If you are using iCloud Photos with the same Apple ID on your iPhone and on your Mac, then seeing photos in your Mac's "main" (system) Photos Library does not mean it is safe to delete them off of your iPhone! Delete them off the iPhone, and the Mac's copies will go away as well.
If you copy the photos to some place on your Mac that is outside of the iCloud Photos system, then yes, you can delete them off your iPhone – and those copies that are outside the iCloud Photos system will not be deleted. (It would, of course, be a good idea to keep proper backups of those copies.)
