No, it doesn't clear all data. But if you roll back and you didn't do as recommended and backup your iPhone before downloading the beta version and you want to go back, you will lose your data.

More importantly, if you choose to download beta software, you will do as Apple recommends and install it on a spare, not your primary iPhone, right? Installing the beta on your only iPhone is NOT recommended. There will be issues with the software. Some apps likely won't work properly with it as they won't have been updated to work with the software. Think carefully, before you leap. Is it worth the hassle when it's simply safer to wait until the official public release in a few weeks.

Never install beta software on your only phone. Unless you have a spare phone that you're using for development purposes, wait until the software is publicly released.
