Can't reinstall system software
I erased all the content on my mid 2010 iMac including the operating system.
Now when I try to reinstall the OS I get a forbidden error 403.

You will need to use the original gray Snow Leopard Install Disk set that came with that iMac.
Or optionally... use another compatible Mac to create an El Capitan or High Sierra Installer on a Flash Drive.

403... that's an internet HTTP denial error? How are you trying to reinstall the OS?
For something as old as 10.13 I would suggest an offline reinstall using a bootable USB installer.
