You can set up Apple Card Family in the Wallet app on your iPhone: Set up Apple Card Family and add a co-owner and participants - Apple Support
You can also have a spouse add a credit or debit card into their iPhone normally, and it will be available on both iPhones: Set up Apple Pay - Apple Support
