Difficult to say what your issue is. Perhaps if we had more information about your home setup we could provide more insight. If you have an older modem and router or you have any of the following:
- Multi Story home
- Lots (over 5-10) Wi-Fi devices (computers, phones, TVs, smart plugs, iPads, streaming devices, etc...)
- Home over 1000 sq. ft.
- The router is separated by walls from the Apple TV device.
- Older (over 5 years) modem and router
Then it is possible you may be a candidate for a Mesh network. If are not familiar with Mesh networking, please Google the term and you will find many articles that explain them. You may find you are an ideal candidate for one. IF you are then you can find them at a variety of places including Amazon, Costco, Best Buy, your local Office Supply or Computer store etc... They are pretty easy to setup too.
In my case, I have a single story home that is about 2500 sq. ft. however the modem/router were at one end of the house and our Apple TV was at the other end. I was dropping signals on the Apple TV. At the time, we had 3 computers, 2 smart phones, 2 iPads and a couple of other wi-fi devices, all of these devices were competing for bandwidth. When I installed a Mesh network, (in my case it was a Google Mesh) my Apple TV problem disappeared. Since then I have added a LOT more wi-fi devices, now we have about 40 plus different devices (everything above and now I have added lots of smart plugs for lights, 2 outdoor fountains, a smart smoker, smart fan & lights, and even a Sous Vis machine) and I have no bandwidth issues as I have great coverage throughout the house and outside the house too up to about 75 feet from the outside walls.
