Restrictions on device cannot download app

I am setting my son’s iPad and I want to be able to approve what he downloads but instead of allowing me that, it’s selected apps and made them impossible to download (e.g Roblox) even though I would like to ok that. The “get” feature for downloading is NOT ACTIVe and it says “due to restrictions set for this device, this app cannot be downloaded” How do I change this so he can download anything provided I first remotely approve?

To manage app downloads on your son's iPad, adjust the Screen Time settings, adjust Content & Privacy Restrictions, manage Allowed Apps, and set Content Restrictions. Enable Ask to Buy and check App Store Settings for manual control over app installations. Restart the iPad to ensure all settings are properly applied. This will allow you to approve and manage app downloads on your son's iPad, ensuring only apps you approve are installed.
