I am locked out of safesearch by an administrator of unknown origin.
This is my personal iPad with no group’s involved, so there is no need for an administrator.
(1) how can I find out who is the administrator. ?
(2) how can I cancel the administrator, OR become the administrator myself. (If necessary) ?

Devices that are configuration locked by an MDM platform, if applicable, can usually only be released from central management by the platform that manages the device. Be aware that Apple will not assist with removal of MDM management profiles.
Otherwise, perhaps you have unwittingly installed a management profile on your iPad - possibly through clicking a link on a website, or an embedded link within an email or other message that you have received.
If a management profile is the cause, you may be able to remove the profile from iPad Settings:
