Why can't the recipient of a pdf export from Pages that I sent view it?

I exported in pdf and emailed a document created in Pages but the recipient is unable to view it unless they have the Pages app installed on their device. Is that right?

Not correct. Once a PDF is generated via Pages export, it cannot be opened or read by Pages. Instead, the recipient of your emailed PDF can use the pre-installed Apple Preview PDF reader, or any other PDF reader including the current Adobe Acrobat Reader for Windows, or Mac. If on a Linux system, there is a built-in PDF reader named Poppler.
