Apple is charging customers credit cards ~10USD without billing them
We have a developer account with Apple (required for publishing applications on ios) this comes with an annual fee, but now we have an arbitrary charge against our credit card without any billing.
We tried to contact finance with this question:

In your sales and trends reports, proceeds are the amount you receive on sales of your apps and in-app purchases. This is the Customer Price minus applicable taxes and Apple’s commission, per Schedule 2 of your Paid Applications agreement. Proceeds in Sales and Trends are not final.

Why doesn’t my payment match my proceeds amount?
Sales and trends reports include all transactions from a day. They are provided so you get next-day data on your business and use the standard calendar. Streams, units, and proceeds from Sales and Trends are only estimates and should not be considered final.
Differences between sales and trends reports, payments, and financial reports may occur due to the following reasons:
* Processing status. Transactions may take time to process and close. Transactions initiated in a particular month and shown in Sales and Trends may not be reflected in Payments and Financial Reports until the payment is processed and the customer gets the receipt, which may be in the following fiscal month. Further, transactions where we are never able to collect payment will not be shown in financial reports.
* Exchange rate. Sales and trends estimates the USD amount of sales and proceeds based on a rolling average of the previous month's exchange rates. Final payments in Payments and Financial Reports are based on the exchange rate used to convert each report currency to the currency of your bank account. Financial reports include only processed transactions and are based on Apple's fiscal period.
