Is there anyway I can get my music that I didn't purchase re-installed on my iPhone/car?

Are you saying that you had an Apple Music subscription, stopped subscribing for a while, and then started again? If that is the case, I believe that all of your "offline listening" copies of subscription songs, and all of your playlists that contained subscription songs, will have gone away. There won't be a way to get them back other than by downloading new "offline listening" copies and creating new playlists to replace the old ones.
