Could Not Set Up Apple Pay: an error occured while setting up apple pay

Unable to set up Apple Pay on new phone iphone 15Pro & receiving message above.

I have read & tried the more recent recommendations on how to solve such as: restarted the phone, forced a reset using the phone buttons, reset network settings from settings, confirmed the location in both language & region and media & purchases and selected something else and then back to the US in both locations, signed out and back into my apple ID. I have cards in payments, but still not able to set up Apple Pay specifically. Both cards & region are USA, which is supported, but I am not even able to add them due to the error 'Apple Pay not able to be set up' on the phone. My Apple pay / wallet on my watch is working as expected.

Would appreciate any additional tips and tricks that work as I've tried everything on all the forums multiple times and in orders suggested with no luck so far.

This issue could be related to the NFC module. If the module isn’t working Apple Pay cannot be setup. Please contact Apple Support and ask for remote diagnostics on your device and inquire specifically about the NFC module.

In my experience most banks will not approve adding a card to Apple Wallet if the iPhone region is not set to country associated with your billing address for the card.


I see you answer to VPN question, sorry.


The not able to setup error is sometimes associated with communication issues. Have you tried both WiFi and cellular? Have you reset your Network Settings? Have you used the physical card successfully in the country you’re in? What country are you currently in?

I am not currently within the US as I am traveling, but the problem originated in the US when I switched from an old to new iPhone a few weeks back. I was calling the bank to confirm it wasn't blocked on their side and did some basic apple support trouble shooting I was able to find with no luck and have just gone down the rabbithole of other suggestions which all seem to not work. Is there another trick to use when overseas? My regions and address are all still the same aligned to home country.

I am not even able to get to the part of adding the card. I get the error that the Apple Pay Wallet itself cannot be set up.

The iPhone region & issuing country of the card & address are all USA.

I have tried on Wifi & cellular.

I have reset Network settings.

The phyisical cards and my apple watch wallet cards all work in USA & UAE. I am currently in UAE, but had original issue starting while still in the USA when transferring from an old iPhone to a new iPhone 15pro.
