Boot in safe mode then try to access a website.

a VPN you install yourself is scare-ware. it is not needed and not helpful, and instead of protecting you, it concentrates your data on the provider's server for easy harvesting of personal information. These service are almost without exception, a scam.
you get needless complexity and system stability issues in exchange for NOTHING.
learn how to in-install and stop right there.
I think it may have something to do with my VPN svc. I changed the IP address manually but that didn’t fix it. I need to learn how to uninstall and re this VPN provider. Thank you.
