cannot add Citi Mastercard and Visa card to Apple Wallet to use for Apple Pay

my Citi mastercard and visa card have been stored and working for a couple years using my iPhone 8. when cellular company moved contents from iPhone 8 to a new iPhone 15 Plus i could not add my mastercard and visa credit cards to Apple Wallet - a message of "card not added" and "please contact card issuer" was displayed. Seems odd that the mastercard and visa credit cards worked properly on my old iPhone 8 plus but not iPhone 15 Plus? and oh yes, other credit cards were successfully transferred to the new iPhone! how can i save my Citi mastercard and Visa credit cards in apple wallet to use with apple pay?

iPhone 15 Plus, iOS 17

Some banks permit may permit a few details to be transferred, but will still need to be verified to help prevent fraud. Some banks, as an anti fraud measure require their cards to be fully verified again.

I have three Citi Bank cards. Have you tried adding your cards using the Citi mobile banking app? You can add your cards directly from the app, bypassing any of the Apple anti fraud measures.
