Unable to access passwords in ICloud

Have spent the day on the phone with an Apple Rep to solve this recent problem. In the past few days, I haven't been able to access passwords on my laptop on ICloud passwords extension (using Windows Chrome). ICloud shows it's working for all others (photos, documents, etc.) but not passwords. Rep had me delete Microsoft Defender and VPN on my phone and tried to initiate sync, but no sync and not able to turn on passwords. Over and over, I input the Apple password, input the code through my phone, then the sequence starts again - it never advances. Any assistance would be greatly appreciated.
