Apple stopped selling the Watch 6 in 2021. So, either the watch is not new or it has been sitting in a box on a shelf for a couple of years. If it has been sitting for two years, the battery may be completely dead, either temporarily or possibly permanently.

Start by putting the watch on the charger for several hours. If the battery is still capable of taking a charge, it should turn on by itself.
