Can I get a new iPhone from Apple if SEID is not appearing on my iPhone?

Hello this is my first post/Question on some trouble shooting and as the title says my SEID is basically not existing anymore. I wanted to set up my apple pay the other day but nothing worked even talked with my bank if there was issues and they said there was none. Later on i got a call from my bank for troubleshooting and they basically said if my SEID is wiped i should go to the Apple Store and they‘d give me a new phone since its a manufactured phone. So were they right about me getting a new phone? Cause i got the Iphone 15 when it came out new. I hope i can get dome clarification thanks in regards.
