Why is the App Store asking to pay for an app that I already had on my old iPhone ?

You can't "move" an app from one phone to another.
Log on to the App Store with the new phone and download the app that you want.
If the new phone is using a different Apple ID, or you are download a newer version of the app, you will have to pay for the app again.
