That’s where the carrier indicates your connection is located, or where the IP address is geolocated by the ISP, or where the Wi-Fi network is geolocated, or where the selected Private Relay exit is located.
Accuracy is nice here of course, until it costs more to maintain that accuracy, or until the accuracy becomes useful to marketeers and trackers, or useful to stalkers and thieves and abusive exes.
Complicating all of this can be the use of iCloud+ Private Relay, which uses a two-hop Tor-like connection to obfuscate your location and network activities.
Carrier addresses and IP address geolocation and Wi-Fi geolocation is best considered “correct” if it’s located in the same country. Past that, geolocation can be somewhere between wrong and wildly wrong.
