Unable to clear my iPhone storage.

i have no storage in my phone at all I’ve used 255 out of my 256gb in it. But everytime I try to delete photos or videos or messages it’ll act like it deleted for one second and then pop right back up. How am I supposed to clear my storage if I can’t even delete anything.
