Apple TV unable to downolad apps with Apple Id

I just got my dad an Apple TV and I cant download any apps because it keeps telling me that I have not signed into iTunes with his Apple ID yet. When I enter his Apple ID & password, it takes me back to the original screen that says I havent signed into my iTunes account with the Apple ID. I cant seem to get past this screen. I went can't just go to Itunes and login, it just take you to Apple Id login which I have but still going in circles. There are only options to purchase things. I do not want to purchase anything. I am really stuck here. I just want to download apps into his Apple Tv so he can start watching whatever he wants.

Verify that his account is complete for all the wanted information, including full name, country (state), DoB, a verified email address (respond to test message), and a valid pre-authorized payment method. When not already used on iPhone, iPad, Mac, or PC, accounts may need to be activated on Apple’s activation site.
