How do I clear my Apple ID balance to change region/country ?
Can u delete my balance, because I can’t swap region

Nobody on these boards can; most of them are other customers, not Apple employees. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
