Apple TV 4K not turning tv off anymore

My Apple TV 4K system no longer shuts down my tv when powering the Apple unit off , CEC is on within my Samsung tv series 7

i went to devices in Apple TV settings and control tvs/receivers is set to on

tv model is UN49KU7000F

apple tv model is the A1842 64 gig (black remote)

all software is updated on all devices.. at one point I was able to turn the Samsung off with the Apple TV .. now all of a sudden I can seem to do it any longer

any assistive information would be greatly appreciated

if it was me then I would pull the plug on the tv and let it start up again and see if it resolved it

if not then I would turn off cec in the tvs settings and then pull the plug and then let it start up once more and then turn on cec again and see if that resovled it
