Apple tv control
Samsung tv will not turn on or off using apple tv. It has worked for years before the last few months.
it is 1st gen 4k apple tv

if it was me then I would make sure tv firmware and appletv tvOS was up todate
then I would try to pull the plug on both tv and appletv and let them start up and if that did not help
then I would disable hdmi-cec on both appletv and tv and pull the plug on both and let them start up again
and then enable hdmi-cec on both once more and see
