iPad while charging will keep restarting

When I charge my iPad at night and turn it off. It restarts back on again. How do I keep it from doing that?

By design, your iPad will automatically restart whenever it is connected to external power. This isn't a fault; there is no method to inhibit this intentional behaviour.

Should you choose or need to do so, once connected to its Power Adapter or other source of USB power, you can shut down the iPad.

You should note that your iPad will perform background housekeeping tasks, including automatic backup to iCloud, while the device is locked and is charging. If you shut-down the iPad while charging, the automatic back won't occur.
