Why does my new iPad keep restarting when I turn it off while charging?

I Got a brand new iPad (10th gen) give or take a month ago and everytime I plug the charger in and try to switch it off, it’ll power off and then restart again, Is it supposed to do that or should I be able to have it completely shut down while charging?

1) You don't need to shut down your iPad while charging.

2) By design, an iPad that has been shut-down will automatically restart when it is connected to an external power source. While unnecessary, after connection to the Power Adapter to charge, you can shut down your iPad from iPad settings; the iPad will remain shut down until the power connection is disturbed.
