Seems purchased songs are often copyright-protected, and most songs are too long to be used as ringtones. See: Use tones and ringtones with your iPhone or iPad - Apple Support

or

Get ringtones, text tones, and alert tones in the iTunes Store on iPhone - Apple Support

Else:

If you have music-creation software (eg Garageband / Logic Pro) :

You can create your own ring-tones, or audio-files that are too long can be shortened.
