How do I stop all the 'Renewal By Anderson' spam emails?

I use Outlook for iOS on my updated iPhone 13 & Outlook 2016 on my home Windows PC, both with only my outlook.com email address in them.

So WHY, when instead of just Empty Folder the Junk folder in Outlook for iOS, I Report & then tap Block, do I keep getting this junk? Drives me nuts. It's annoying as heck.

Do the outlook live email servers import these & put them into Junk before the Block in my Outlook for iOS gets to block them?

Also, does Blocking them in Outlook for iOS also send a Block to outlook.live online which would then also be used by Outlook on my home PC?

I’ve Blocked lots of others, but Renewal By Anderson is the most flagrant spam abuser.

This PrintScreen shows 3 Renewal By Anderson spams when I Edit, but only the top 1 when I see the Question, even if I tap SEE MORE.

That's broken too. 🙄👎
