Apple removed that feature from Settings. You can still set it up through Terminal, however,

It’s time for a force restart then, Press and hold down the Command (⌘) and Control (Ctrl) keys along with the power button until your screen goes black and your Mac restarts.
Is the shut down not there in the Apple Menu? If so you can force a shutdown, by pressing and holding the power button until your Mac shuts down.
