My new iPhone 15 Pro is stuck in SOS mode while setting up
I am setting up a new iPhone 15Pro. I can't establish cell connectivity - the phone is stuck in SOS mode... Help!

Do you have a cellular service provider? If yes, have you contacted them about transferring your active device information from the old phone to the new?
A U.S. phone will only have eSIM capability. So you can't just move a SIM card from one phone to the other. Your carrier must make the switch on their end. The same is true if your previous phone also only had eSIM capability. Only one phone can respond to a given phone number at a time.
